Passport Renewal Child

Effective July 2, 2001, Public Law 106-113, Section 236 requires that U.S. passport applications for children under the age of 16 require the consent of both parents or legal guardians. The purpose of this requirement is to reduce the possibility that a U.S. passport will be used to facilitate an international parental child abduction

  • Americans should safeguard passports as they would any other valuable.
  • If you need to renew a child's passport, you may come to the Consular Section to apply for a new passport. 
  • You will need to complete the DS-11 application form available at the Consular Section, or online via this link.
  • In order to issue a U.S. passport, we must have proof of identity and citizenship. If you are renewing a valid or recently expired passport, the child's passport will serve as proof of both identity and citizenship.
  • You will also need to bring the child's birth certificate showing the parents' names.

  • All passport applicants must provide two identical 2" x 2" or 5cm x 5cm photos in color on a plain white or off white background.
  • Both parents should come to the Consular Section to apply for their minor child's passport.  If only one parent can come, then you will need to complete a notarized DS-3053 form available at the Consular Section or online via this link. The absent parent should submit a copy of their passport with the application.

All passport applicants will be required to pay a passport issuance fee.  The fee must be paid in cash in either USD or Lithuanian Litas to the Embassy at the time of application submission.  Click here for the fee information.

Please note that from December 01, 2009 the consular section will begin using an appointment system for non-emergency U.S. citizen services.
