Call for Candidates: 2009 - 2010
The Hubert H. Humphrey Fellowship program is a one-year program that combines non-degree graduate level academic work at selected American universities with professional development opportunities for mid-career professionals. Humphrey Fellows are selected based on their potential for leadership and their commitment to public service in either the public or private sector in the following fields:
- Agricultural Development/Agricultural Economics
- Communications/Journalism
- Substance Abuse Education, Treatment and Prevention (NIDA)
- Economic Development/ Finance and Banking
- Education Administration, Planning and Policy
- HIV/AIDS Policy and Prevention
- Human Resources Management
- Law and Human Rights
- Natural Resources, Environmental Policy, and Climate Change
- Public Health Policy and Management
- Public Policy Analysis and Public Administration
- Teaching of EFL (Teacher Training or Curriculum Development)
- Technology Policy and Management
- Trafficking in Persons, Policy and Prevention
- Urban and Regional Planning
To be eligible for a Humphrey Fellowship you must:
• be a mid-career professional in leadership position,
• have a commitment to public service and the potential for professional advancement
• have at least five years of professional experience in the field after completing a university degree prior to August 2009
• be interested in the policy aspects of their fields of specialization
• be proficient in both written and spoken English (minimum TOEFL score of 195 computer-based).
Ineligible candidates include:
• recent university graduates
• faculty members with no management responsibilities (except in the fields of drug abuse prevention and EFL)
• individuals who have attended a graduate school in the U.S. for one academic year or more during the seven years prior to August 2009
• individuals with other recent U.S. experience (more than 6 months within the last 5 years prior to August 2009)
NOTE: Candidates with recent professional or study experience in a highly developed country should justify why this experience has not already addressed the need of the candidate for professional training and leadership development.
Fellowship Provisions:
The Fellowship provides for:
- Payment of tuition and fees at the assigned host university;
- Pre-academic English language training, if required;
- A maintenance (living) allowance, including a one-time settling-in allowance;
- Accident and sickness coverage;
- A book allowance;
- A one-time computer subsidy;
- Air travel (international travel to and from the U.S. for the program and domestic travel to required program events);
- A Professional Development allowance for professional activities, such as field trips, professional visits and conferences.
Timeline:
For this application cycle, fellows will start their program in the U.S. in August or September of 2009 and the program will end the following June 2010.
