U.S.-Lithuanian Non-Proliferation Cooperation

The United States Department of Energy/National Nuclear Security Administration (DOE/NNSA)'s International Nonproliferation Export Control Program (INECP) is working with the Government of Lithuania to strengthen controls on dual-use commodities useful in the production of weapons of mass destruction.
Two key goals of INECP are to develop technical experts that can support export control and nonproliferation functions and to provide training on the identification of controlled nuclear-related commodities to law enforcement personnel responsible for border security.
On 12 November 2003, the American Lawrence Livermore National Laboratory (LLNL) and the Lithuanian Radiation Safety Center signed a contract to work on a project to combine both goals.
LLNL is acting as the contracting and oversight agent for INECP on a project to fund the domestic development of nuclear related commodity identification training (CIT) course. Lithuanian Radiation Safety Center will develop the CIT course, which will become a regular part of the training program for Lithuanian Customs Service.
This effort is also a part of a larger, Department of State-led effort, the Export Control and Related Border Security (EXBS) program.
The United States Government will provide USD 60,000 for this project.
