FBI Training on Vehicle Blast

September 20-24, 2004, the U.S. Embassy initiated a Post-Blast training hosted by the United States Federal Bureau of Investigation (FBI) for the Estonian, Latvian and Lithuanian Police, State Security Department and Armed Forces representatives.  This is the only class of this kind in the world, and this will be the first time it has been conducted outside the United States.  

This training course will cover many of the lessons learned from these bombings and will have the students process a large vehicle bomb crime scene as a practical exercise.  Course instructors are all professional FBI bomb technicians and experienced investigators who have been to all of the major U.S. related bombings in the U.S. and internationally since Oklahoma City.  

Tuesday, 21 September 2004, the course includes a practical vehicle explosion exercise that will take place at the Pabrade Range.  During the exercise, the course participants will use a large vehicle bomb and will practice how to proceed after such an explosion.  The explosive device will be very similar to that used by modern terrorists.  Investigating this bomb scene is the practical portion of the class.  Students of this course will also have two days of classroom instruction on lessons the FBI has learned from past bombings.  

Director of the Lithuanian State Security Department Arvydas Pocius, Lithuanian Police chief Commissar Vytautas Grigaravičius, Lithuanian Criminal Police Bureau Director Vizgirdas Telycenas, U.S. FBI Attache David Baker, U.S. Embassy Deputy Chief of Mission Thomas Kelly and other invitees will observe the practical portion of the exercise.
